Using the NHS PASA Framework

What is the PASA Framework?
- PASA is the NHS Purchasing And Supplies Agency. The PASA Framework for Voice, Data & Video Services was established in August 2005 to provide a framework for the procurement of services to the NHS and other government organisations.
- It was formed via an OJEU procurement process.
- PASA is a competitive framework with multiple value added resellers and system integrators.
- Data Integration is on the PASA Framework to deliver Voice, video and data products and services.
- The framework runs until the end of July 2009.
Who can use it?
- Not just the NHS! It extends to other government bodies including:
- government organisations
- government departments
- police authorities
- education establishments
- facilities management companies for use on NHS/wider sector building schemes (e.g. PFIs)
- organisations sponsored by the DoH for development and implementation of it services.
- The range of bodies able to use the PASA Framework has not been widely publicised, so many organisations above dont even know it is possible to use the PASA framework.
Benefits
Flexibility
There is no maximum or minimum limit to using the PASA framework for purchasing. The EU threshold for public sector bodies to go to tender via a compliant framework such as PASA is £91K for goods and £139K for services pa.
Timeframes
There are no prescriptive timeframes associated with the PASA framework. A company can run the framework in as many or as few days as they wish (e.g. with an OJEU tender each stage must allow a certain number of days for the notification, tenderers to respond, cooling off period).
Robust
Companies accepted on the PASA framework have been through a rigorous tender process so bodies procuring through PASA have the peace of mind and confidence that Data Integration is financially solvent and capable of delivering goods and services.
Competitive
There is a good mix of authorised solution partners on the framework, so you can create a competitive procurement process
Innovation
Due to the availability of solution partners, innovation through the framework is achievable. And the mix of vendors represented through their partners delivers comfort of market coverage.
Proven Best Value
Data Integration has just been through a procurement of a data and voice network to win a PASA contract with University of Exeter.
Internal Financial Processes Met
The public sector body's internal processes may require competition from 2 or more companies via the PASA framework, but this is not strictly necessary according to EU legislation.
If the body can prove to the internal processes that best value has been met by Data Integration, using the UoE case study as an example, any public or non-profit body can use the PASA framework via Data Integration.
